[0:00]" This is Lisa Meyer in the WBZ news or we're talking with house minority whip Brad hill. About the bill that will come up for hearing next week which would change the way that succession in the Senate is handled by the state of Massachusetts."
[0:14]" One other concern that I do you have records errors -- Is the fact that. We wouldn't even be able to choose a successor until after all the nomination papers are which is around October 20. -- do that point the governor would then be allowed to appoint someone outside of that. Group of individuals who put their name forward for nomination. Well only within three to four weeks up that -- United States congress goes out arm -- So technically it would only have somebody in the air for a month. But I think what it really. You know. Shows some frustration on my part is the fact that we're dealing with this bill. Trying to change the rules of the game that the Democrats put into place to replace senator Canada Europe that time a should have been a vacancy we would abuse the rules that they put into place. Five years ago now they want -- change the rules. And at a time when the vacancy has happened. And we're all playing by the rules that they put into place five years ago. That is not really good policy and that's something we should all be concerned about and it's also very frustrated. We have a lot of people out trying to understand that they wanna run for the -- or not run for the seat. And there's. Appointment a -- well. In my opinion should be of concern many people -- It could be deemed unconstitutional. Because you can't tell somebody they can't run for office that they are right for the United States. And that they'll basically that you can only choose. From a group of individuals who have not put their name forward to -- And that did that at some constitutional consequences to it. And if you take that language out. That you're going to give the governor. For appointment to appoint whomever he wants. And that could allow somebody to get a leg up on other individuals. I don't think that -- changed cities to take place. Now I think if they want to make this change it should be after the next governor's race so that we know what's not political. We tried to give them that opportunity. In 2006. And despite that. That request Democrat. Almost down party lines that now at that time or what the democratic governor in place and there was no knowledge that there would be a vacancy. So there was no reason not to vote for it at that."
[3:00]" Now I I know that you. Talk in this letter about health care. And what you would like to run C and why you don't think there's a sense of urgency tell me a little bit about that as well."
[3:10]" Well I I think a lot of the reason why they're being a proposal put forth is because of the health care debate now taking place in Washington. And I would urge the leadership in Washington. On the Democratic Party and of the Republican Party. That you really need to take a step back. And look at exactly what you're going to ensure that what you put out is good old United States. We debated health care reform here -- Massachusetts. It can take -- three months it took us over a year. To be able to try and work out any concerns that members there on May not. And despite. We passed a bill. And there are some problems with what we have -- out in terms of containment of farm. Really gone above and beyond what we had anticipated it would cost. So I'm urging Harry Reid. To please take your. Putting their spell out before the matter. And really think art look at the ramifications of what they. I don't think we wanna be going back and trying to fix this bill because it is so today. It is so technical it is so complicated. To try him and -- Peru in a three month period. I I would say is wrong. You know being a true leader. Make sure that all members of pathetic and upper house by the way -- take another that I'm sure. Know exactly what the ramifications are because this is going to be something that generations. I have to deal with. Your account."
[4:57]" Tell me what you hear about the timeline for taking up the succession question on the --"
[5:02]" My understanding is that they're going to be having a hearing next week. And that we could possibly see a vote on this within the next two weeks. And you know that something that certainly is not comforting me. I think I outlined pretty well in my letter why we should not be going up. It's certainly is very hypocritical. To be taking it up at this time and we all know it. For a couple of reasons one because of who's sitting in the governor and and true because of health care debate I think about why you. You know that we really don't have to do that in the next three months. And that we should be taking our time and certainly I don't think you know for political reasons we should be doing as we -- is that politics and it's not good policy. And I think the legislature is better than."
