[0:00]" o'clock this afternoon. There was an accident which we do not believe was survivable. Between an airplane and a helicopter. The helicopter was a sightseeing helicopter an 83 starts fifty. Made by Europe -- is and we think the airplane it was a -- her. Saratoga and the airplane and we think took off from cheetah girl and had onboard. Eight pilots and two passengers want a child we do not have the names and boys ages. Or where they come from and on the helicopter there were five Italian tourist and a pilot. We have at this point sounds. Two bodies. We're not sure where one of them came from the other one reasonably short came from a helicopter. We've found some records we believe that it is the helicopter but deep visibility is about two -- And to a depth of thirty feet on the Jersey side of the river opposite roughly fourteenth street. Where the wreckage was located we've not found."
[1:08]" The second piece of wreckage we're assuming we have a helicopter. But I cannot assure say that and in which case we're looking for the airplane or vice Versa with me today. Is our police commissioner Ray Kelly. Calvin great and first deputy commissioner of the office of emergency management. Joe Esposito chief of the department of the NYPD. Brownies -- a for a deputy. Assistant chief of the FDNY. John Riggio chief of EMS. Mascots during our Borough president has joined us and we also have representatives -- the National Transportation Safety Board. Which will do the complete investigation. We've also have the Coast Guard on board. And we have representatives from the port authority harbor police -- New York State Police. Over on the Jersey side we've been working with the Jersey state police. And a local police. Voices there."
[2:06]" What we can tell is that the plane left from Jeter broke the helicopter had just taken off. From west thirtieth street there were a number of eyewitnesses. Who saw the crash. It would appear that the airplane ran into the back side of that helicopter there. But keep in mind we've all of these things number one until national National Transportation Safety Board makes the determination. Nothing is a fact. And it can take them -- many weeks or even years to determine what goes on this probably won't be that big an investigation. But they will do a complete investigation before today. Announced their conclusions as to what happened and whether there -- any steps that should be taken. To improve safety and to prevent similar tragedies such as this. The police department has sent some of their community affairs unit in the -- is of this community affairs. Both are with the families. The Italian tourists who had had taken off from thirtieth street and are providing counseling. Gather. They don't speak English so we have some Italian speakers there. And we have professionals is sadly all too often have to learn how to deal with the tragedy and help the families get through this difficult period. I might point out that as you would expect the Red Cross is here. Providing the kind of assistance that we need. Both the fire department and the CD have boats and divers. And everything is being done but I think it's fair to say that this has changed from a rescue to a recovery mission. And that probably was what we -- it started out with the instant it happened. There is some evidence from. Eyewitnesses that one of the wings of the airplane was separated and -- are separated probably severed by the road as of that helicopter. But we won't know as I said until -- NTSB. Does their investigation. We will over the next hour as -- the bodies from whether it's the helicopter in the airplane can be found. But at this point are Paramount. Focuses on making sure that our divers are safe. We don't want them to make this tragedy any worse than its authority then and we will continue looking for the other aircraft whichever one it is. There's not a lot else to said the happy to take some questions but. Nobody really knows anymore than what I've just said and so you wanna ask about more. You gonna get cancer that same answers there."
[4:43]" You -- and pylons ride this airspace -- Powell aircraft. Indeed after navigating the."
[4:49]" There is a corridor here where aircraft can fly. -- controlled by an air traffic control. There is a common frequency used on the Hudson River this is separate one for the East River. Pilots that fly in this area all the time. Pretty much always use those frequencies to announce where they are and listen to find out where other people are. And when they're going by 34 street even -- on the east side or at thirtieth street in the west side Wall Street got a place helicopters and land. Helicopter pilots pretty much always. Describe. Where they are white altitude at which direction they're going to ensure a separation. That's probably not anywhere as near as true. With the airplanes that. Fly through the area and not very frequently. There's no requirement that they do that a lot of common sense as and the maps do show what those frequencies are certain."
[5:46]" There is there anything. The plane was flying. -- or why it's."
[5:51]" it was that we don't know what altitude it said the Carter probably is that. Thousands -- below and obviously for example helicopters and go all the way down right to the water because they have the land on the here. So it's there's a maximum altitude restriction. And at minimum is ten to would be. Just staying away from asides from buildings but and nobody really. Focuses on that the reason for the maximum altitude -- you wanna make sure. -- these airplanes stay away from. Commercial aircraft which fly -- and that would never be cleared loathe this typically an airplane commercial airplane going into LaGuardia going up the river. Would be cleared to go at 5000 feet. And 1000 feet in the maximum for these. Yes this here."
[6:37]" It. -- we got back I cannot do that one was that we believe -- floating free in the found. The other on the divers have recovered and as you might imagine the divers are more worried worried about doing their job and making sure that each other safe. Rather then -- giving us say it blow by blow. There are some bodies in the wreckage that we found in the aircraft whether that's an airplane or helicopter. We believe it's the helicopter but -- not a 100% sure. But -- studying now how to get them out safely and eventually there -- records will be picked up. First thing we're trying to do is to get the bodies out obviously. The sensibilities of the families and I and our right. Prayers have to go out to them it's a tragedy. Other than flight 587. Mrs. Verisign the largest. Tragic -- Accident resulting in death. In the -- carrier and in modern day business. There's no indication that anybody had any problems whatsoever one of the pilots ugly is as sitting. -- on the deck and the west thirtieth street. Said he saw the airplane and he grabbed his microphone and tried to tell the pilot. The helicopter that got hit but whether the pilot ever heard it -- on the right frequency. And could have just been an optical illusion that it was close to in this case turned out it was not an optical illusion it is a crowded busy area. And generally pilots that fly in this area are well trained and they certainly have plenty of practice. Flying in bad it's. Now I'm on when the roads are are crowded -- they're going fast you really want to pay attention Alex here typically do. What exactly happened he can I cannot spot to speculate. Until the NTSB. Issues there report. You're not gonna know yes."
[8:36]" When it's all on the rockets underwater they could -- to three feet maximum they can't tell anything it. What we had no idea where. Both went down exactly. What with a current might have taken them we have found one piece of wreckage. Whether they've looked to a three feet in either direction from that. I don't know they are this is a dangerous area when the parents are running. It's thirty feet under the water and the visibility is terrible and their first. Instructions are you not compound this tragedy recovery is certainly not worth jeopardizing people's lives rescue maybe. But not recoveries there. The helicopter had taken off from -- west thirtieth street -- before it went directly perpendicular out over the river which is there practice. To make sure they see any traffic going north or south on the river. That's confirmed by the other pilots from the that was sitting on me -- aboard thirtieth street. He says the plane was coming. From a little bit from the northwest which would be from the -- of -- airport area where we do know that this plane had taken off from. And so that's consistent. Whether that plane was in the process of banking and turning south to go down towards the statue of liberty we just don't know they would not be allowed. And probably would have known from the maps they could not go over Manhattan but there is this harder down over the river. So yes but they -- election. -- that helicopter had already turned going south. When the plane came when it first came out that turns out. And it was climbing and probably between 500000. Feet they'll try to establish that later on the table last question that would take too. There's normally they would they. There's no requirement that they communicate at all and is not positively controlled airspace. There is a common frequency which you can voluntarily use to announce where you are -- going listened to all the pilots doing the same thing. As far as we know. Helicopter pilots almost always do this and we assume the pilot did that that took off if he had time to do it but he may have taken off. And not bothered yet until -- got established. We don't know that the airplane was listening on that frequency ores and minerals like the last questions at."
[11:08]" Mr. mayor how challenging you know this airspace to -- to why and when you save your calls for -- happening inside incident. -- more restrictions over the Hudson."
[11:18]" Well that's up to the FAA to determine it may be one of those things that no amount restriction other than preventing aircraft from coming into the area could have prevented. And that's not something that anybody wants either the city has interest we have. Commercial interest in making sure that we're accessible and transportation implementing go. We have a number of airports close by there is Caldwell is nowhere this -- borrow. Is. On the other side of the river you've got to LaGuardia and Kennedy and a little further out republic just the north as west Chester. It is a busy area as any big city would be. And this traffic coming in and out all the time. For commercial aircraft there is an awful lot of positive control and I will say in my experience. With the FAA controllers in this area is that the most professional I've ever had the privilege of working with -- they handle enormous amount of traffic and really do know this stuff. But there are areas that are not positive control the FAA can't control every place in this could've happened over one field as well as over the East River. I think it's really anyplace you see a lot of traffic together that's not positive and drove. You have to be careful so -- and that's not the media. Prejudged whether anybody did anything right or wrong. The only definitive. Answers to your questions will come from the National Transportation Safety Board. That's why air transportation is unsafe because they don't jump to conclusions. They very carefully work. To establish a lot of investigation. What exactly went on and they will do every kind of test and every kind of analysis you can conceive of and when they're ready to issue their report they will so let me just finish by saying. It is a great tragedy. That he all the people of new York and New York region are. Have their prayers are with the families of the deceased. I think you -- earnings stellar example of the kind of cooperation in the two big agencies ED and FDNY. But also. Port authority of New Jersey. A new York and New York State did volunteer organizations all working together. Sadly. That is not a lot of rescue did you hear it's all recovery from this point on it and later on will make you."
[13:39]" We're that the press has informed. When their bodies recovered of when we were able to release identification. Or. -- tell you what movie aircraft. Both aircraft wreckage will be recovered from the from the river. But it's. I think any speculation after this is. Just not based on any fact and I would urge you. Had to wait until professionals do what they're supposed to do. If you look at other cases. The first reports tend not to be terribly accurate you saw that number big airplane crashes commercial airplane crashes recently. I don't like the one that to happen here we doing everything we can we responded. I think in exactly the way is our planning from the office of emergency management pulling everybody together and all the training. The police department fire department the other agencies to together. They responded quickly and it was possible that anybody had survived. We would have been there. Sadly it appears to us at this point that at this was probably not. Survivable from virtually any instance they have the accident -- certainly few seconds later when both aircraft went into the water. So I'm sorry to have to report to the public. Another tragedy. This is not gonna have a happy ending. Like when the Airbus went down on the river where everybody survives in this case we believe that nobody has thank you very much."
