[0:01]" big day today in the Republican Party as one of the GOP's local luminaries. Decides to file papers to run for governor he -- Charlie Baker from a Harvard pilgrim that was his. Most recent assignment in the public sector in the past however he's worked for a couple of Massachusetts Republican governors. And he's with -- WBZ. First of all thanks for being with us Charlie Baker and it was -- recently as march -- it was. That the Boston Globe spoke to you and you alluded to the idea of you running for governor is preposterous what happened in the meantime."
[0:38]" I -- I continue to worry about the future of the Commonwealth of Massachusetts have lived here my whole life but went to school here. -- my family here and I'm really worried about -- the state and where the State's going and and and I think I can bring something to the table it will make a difference."
[0:56]" The most recent poll numbers -- new universe in New Hampshire poll was taken chosen the Deval Patrick is on the ropes right now sixteen months before. His bid for reelection. So the timing was pretty good but you have some competition -- my house of the fellow Republican is also interested in running."
[1:15]" I didn't get into this sort of plagued game political chest I get into it because I'm concerned about. Such as the future for folks like me but also the future serve my kids in the future for other people's kids I'm really concerned about the jobs front in the economy. And I'm gonna talk about those issues and and bring them into the conversation -- that I think will be meaningful and an -- throughout the two spoke weatherman."
[1:42]" But you must be optimistic about the numbers that showed view performing extraordinarily well. Went it's in all fairness you were largely unknown to the Massachusetts. Populace voting populace."
[1:54]" I think I think to have an opportunity here at two. Negate the conversation I think people listen and pay attention but but frankly it's part community. Too happy about that when I looked around that the number of people who are looking for work and and and worry about their -- and all the rest this is an extremely difficult time in Massachusetts and and I think we need to move in different directions familiar focus."
[2:17]" The legislature would choose -- largely Democrat. Voted to approve what amounts to an area billion dollars essentially in in -- new taxes in Massachusetts."
[2:27]" The governor and that's actually the second hero done that."
[2:31]" If you -- governor. Now instead of as you hope to be. Two years from now. And they presented it to you what we should do. Aboard the money come from money which in the State's revenues of course of drop alarmingly in large part because of capital gains receipts being --"
[2:48]" take couple things about that at first is. The State's workforce is up about certainly 500 positions since 20042005. And it's amazing to me that we as cities and towns. Borrowing and laying off cops and firefighters teachers and implementing. Hiring freezes and wage freezes. The state level we don't have a hiring freeze we don't have wage freeze we haven't done. Any of the the headcount reductions we've seen happen at the local level. And and right so number one of I think we have huge issues with sort of the state account that we need to we need to take take and tackle I -- major reform could have been pursued. Financially were left off the table as well."
[3:30]" But what about new revenue sources what do by the gasoline tax and."
[3:34]" I don't think that revenue. Look at -- when you're one of the most expensive state to do business and in the country. When you haven't created any new job net basis over ten years. And when you're young people continue to leave Massachusetts to go live in other states that are more hospitable too young families and and and employment at the last thing should be doing is is raising taxes we should be figuring out how to live within our means and balance our budget. And become. More competitive mean this is this is that ticket to nowhere."
[4:07]" So you would run then the ticket of no new taxes. -- And debate this sort of a pledge."
[4:16]" I certainly wouldn't plagiarism --"
[4:18]" Let me ask you about is something that occurred when you were mentioned -- that you worked in and a couple of previous Republican administrations. Including. For a bill weld of the very very powerful position for the secretary of NF. And."
[4:34]" Very very powerful -- Certainly one of a number of powerful positions that they could --"
[4:40]" Well it's it's it's one he sort of sit at the right hand the governor and help him help him the plan these these strategies and among the things that you signed off on we understand. Was a notion of borrowing against a future federal. Assistance. To try to get the the interest cost down for the money they had to be. Borrowed in order to get the Big Dig accomplished and now that -- come home to roost and that's one of the reasons -- the states in such big financial --"
[5:08]" There are a lot of states part of its future federal funding for big projects mean if you think about it this way you know you spend. When someone borrowed money to that the via you typically do in and out of thirty here they speak issues and you know of this problem and borrowing against future of federal federal funds to support. Major capital projects that are federally reimbursable loses something a lot of states do and we think about it. You know the wife of speculate of the project has played thirty or forty years. The idea of borrowing. 34 year basis is not that. I don't line I think the bigger issue. That we face. That whole question is what to do. Transportation spending generally."
[5:57]" About health insurance corsets to the tops of national agenda of the president these days. You word. When you with secretary of health and human services. One of those people who among other things. And signed off on the merger of a couple of big hospitals in the state Brigham and women's and Mass. General Connecticut Newton Wellesley is as partners. Com did that turnaround in and it -- against you in your most recent private sector job as the CEO of of the -- Harvard pilgrim."
[6:30]" Behind that stoic when he when he and some of -- stuff come at that point in time most people but that. We see a lot more consolidation. Health care delivery side that we actually saw in the end and and that was one of those decisions that. You know retrospect. Look as good as it did originally."
[6:50]" When the but the Massachusetts. Health Care plan the universal health care plan and that the penalties for example for. I'm not buying insurance if you can afford to do so. And the -- frankly the way to some of the of the costs have escalated beyond what was originally projected is this a good model for the national health care system."
[7:08]" I don't think it's that's not yet on the second part of your question that is I don't think it's necessarily good model for the national system only because you know -- they're fifty states in this country and there are a lot different and you know this was the Wenham Massachusetts came up with from Massachusetts and I think applying. You know sort of single State's standard two two -- national. Health care reform agenda is a mistake -- bank. I think states ought to do what makes the most sense in their states and and the federal government ought to be there to provide help and assistance which in the Massachusetts case was. Associated with the federal waiver that was negotiated by from the administration and and Ted Kennedy. The other party question I still think we've. Got a really long way to go on making health care costs and health care quality information. Publicly available to people. And until we do that until we take bad issues seriously. I think it's gonna be really hard to get our arms around the consequence. Because if you don't have good public date and why health care costs are -- and why they're going up it's pretty hard to know what to do defects."
[8:16]" Charlie Baker who is is announcing his. My intention to run for the Republican nomination for governor of Massachusetts couple quick political questions if I may I assume that you -- man more than a McCain man the last summer."
[8:29]" Actually voted for McCain."
[8:31]" Okay. What did you think of McCain's choice of Sarah Palin and do you think that Sarah Palin would be -- GOP standard bear."
[8:40]" Among local kid dead I'm from Massachusetts I grew up in Massachusetts and live in Massachusetts I care about Massachusetts. I've never been that interested then in the national level and national politics and I don't plan to get that interest and -- Anytime soon I'm really gonna focus of what happened in Massachusetts if that's what I care about."
[9:00]" Nine -- let me ask you them as a final political question about what Governor Patrick said. About the arrests of professor gates. They're referring to his every black man's nightmare and refusing to step down to back down he says he doesn't know what he has to apologize for. What do you make of what happened in Cambridge that -- in the way that it was handled not only by Deval Patrick but also by -- Obama."
[9:24]" I think the whole situation was made a lot worse by a bunch of people commenting. Knowing any or all of the facts and I'm I'm not gonna be one of."
[9:33]" Well Charlie Baker congratulations and you're you're announcements of big big thing for you and your family lot of people -- wonder. Why the Hickey wants to do this I give up a good job to take on a tough job and even tougher job that doesn't pay nearly as well. But that we appreciate you being with a stern BC and we hope we had a chance to talk to a lot to make sure we."
